4. Probopass

Nosepass, introduced in Generation III, is a Pokémon based on Moai, the ancient stone statues that Easter Island is famous for, as well as elements of a compass. Though it irked some, its design is fairly unique given that the majority of its rock-type brethren (Geodude, Solrock/Lunatone, Roggenrola et al) are based on basic stones and not much else.
When Generation IV came around, the decision was made to give it an evolution, specifically one of the annoying location-based evolutions that have to be changed in every game. This resulted in Probopass, which is ostensibly still based on a moai, though its ridiculous moustache (regardless of the fact that it is actually made of iron filings attracted to its magnetic nose) is the first thing that jumps out at you.
Though reasonably strong from a defensive perspective, nobody has ever wanted to be caught dead sending something so visually ludicrous into battle, even if it does bear a resemblance to Mario if you replace its top with the plumber's famous hat.
