The reason why is simple; Quan Chi is integral to the overarching story of Mortal Kombat since the KISS-inspired necromancer is tied directly to many key players. He killed Scorpion's family, turned Sub-Zero into a wraith, resurrected Sindel, formed an alliance with Shang Tsung, and initiated Shinnok's invasion of Earthrealm. A
lthough Quan Chi is a phenomenal fighter, the malevolent warlock is unequalled when it comes to scheming.
Implementing him into the film will show that there is more going on than a mere fighting tournament, which will help set up future storylines. His inclusion will help introduce other universes like the NetherRealm and Edenia and other potential antagonists such as Shinnok and Kronika.
