Fallout 4's quests were a little bit dismal. They were the usual variant on 'go here, shoot that, get this, come back, conversation' nonsense, so it's not that difficult to pick a diamond out of the rough. And perhaps the best example of a good Fallout quest is The Last Voyage of The U.S.S. Constitution.
It has you helping a group of robots who are convinced that the war is still going. You repair their ship and have the rare option to use skill checks to bypass certain parts of the quest. The fact that that is a pro in favour of the quest is a testament to the rest of the game.
You even have a few moral choices to make along the way. And most importantly, it captures the unique whimsical nature that the Fallout universe is so famous for. You put aside the ethical discussion of android rights and simply help some robots in tricorn hats fix their flying ship.
