4. Silent Hill 3
Silent Hill is undoubtedly one of the most consistently spooky video game settings. Realistically, any of the Silent Hill titles could hold a place on this list, because the sleepy mining town belies a horrifying underworld which transports its denizens to a twisted parallel dimension. The so-called "Otherworld" is filled with monsters and locales based on the chosen protagonist's worst fears, nightmares and actions, and usually puts said protagonist through living hell as they try to escape.
In Silent Hill 3, protagonist Heather is plagued by the demons from a past she was stolen away from. Her father is killed to lure her back to Silent Hill, where it is eventually revealed she is somehow instrumental in the revival of some lost God who is to bring about total Paradise. As Heather's mind unravels as her true nature is revealed to her, the visions and demons of Silent Hill only grow stronger and more haunting.
Silent Hill is a personal hell for all of its series' protagonists, but Silent Hill 3's version of the Otherworld is both one of the most important entries as far as series' lore is concerned, as well as containing some of its most troubling locales and monsters we've seen yet.
