3) Give it a meaningful final battle against the player - As the song says, two out of three ain't bad.
Like the aforementioned battle against Mother Demon, this boss fight is a disappointment because it's a comical mismatch - a cyborg supersoldier against a cyberpunk football helmet, with the ensuing fight lasting exactly as long as that description suggests.
It's true disappointment comes from its place in the narrative. This is right at the conclusion of the trilogy, and the realization that this is as close as the game will come to a climactic battle is a bitter one. This is one fight that Master Chief would have been better off not even starting, never mind finishing.
