13. Corvo Attano (Dishonored)
Speaking of randomly gruff protagonists, Corvo was initially mute in the first Dishonored as it felt like Arkane were going for the whole "silent badass" thing.
Then Dishonored 2 happened, and despite Stephen Russell's casting being a surefire way to immortalise the character as another true great (Russell previously voiced Garrett in the Thief series), he was written and played in the flattest way possible. Nothing quite so overly hilari-gruff as Adam Jensen, but nothing that leant any weight to proceedings, either.
Like Jensen, Corvo is saved as a video game character thanks to his abilities, which range from being able to teleport across cities to freezing time mid-firefight, and the party trick of possessing an enemy, only to walk them into the path of their own bullet.
Now that is cool, but imagine if they wrote a character around those mechanics that really made you love playing as them. It's such a missed opportunity.
