2. Street Fighter III: Third Stike - Gill

We're almost there now, guys and girls. Street Fighter III: Third Strike's Gill hasn't quite made number one on this list, but as far as fighting games are concerned, he has no contenders for the crown when it comes to shamelessly unfair hall of fame. Forget about Seth, that guy doesn't even hold a dim candle to Gill's burning hot flame of unfairness. Why it's unfair: Ever wondered where the 'rules are meant to be broken' idiom came from? You're looking at its inspiration. You wouldn't believe it to look at the guy, but Gill is essentially Neo from The Matrix. Their appearances couldn't be further apart, but they both bend the rules of their world to fit their own desires, so much so, that what they can achieve borders on the impossible. Every attack that the half Smurf, half Red Hulk weirdo manages to land on your fighter takes off a sizeable chunk of your health. He can freeze you in place and follow up with a killer combo, and interrupt practically every attack that reaches him. Even IF you somehow manage to down him, Gill's ultra ability enables him to resurrect himself with a full health bar and carry on the smack-down. Don't worry though, if his AI is feeling particularly sympathetic for continuously beating you, he'll just execute his other ultra and essentially kill you from full health in one fell swoop.
