10. Twin Victims
Easily the creepiest monster in Silent Hill 4: The Room, and possibly one of the creepiest in the whole series, Twin Victim makes its first appearance shortly after the player escapes from the room itself. Theres no big reveal, no dynamic introductory cutscene, no special treatment; it just appears, running at you down a dim, grubby corridor looking for blood.
Not only is the design itself pretty unnerving, but even the way it walks makes it seem unnatural, as if its borrowed the legs (well hands) of a different creature entirely and doesnt quite know how to use them yet. Just one of these is bad enough, but later on, the game just starts throwing them at you in pairs, and eventually entire groups.
