Cities: Skylines' final major DLC, Financial Districts, promised to add more nuance to the game's economy as the final sendoff before Paradox Interactive went on to release the game's sequel.
Instead, what the DLC did was provide the players with a quick and easy scheme to amass ridiculous amounts of money in a matter of seconds.
The stock exchange building that came with the DLC unlocks the ability for players to buy stocks in the industries they create inside their cities. The intended mechanic was to buy and sell the stocks as the respective prices of these industries would fluctuate, but with one easy trick you could manipulate the market to suit your own desires.
By dropping the budget of your industries to zero, you could make their stocks dirt cheap and then buy them for next to no cash. Afterward, if you raised the industries' budgets to a maximum, the stocks' value would skyrocket, letting you sell your previously worthless shares for fat stacks of cash.
Since Financial Districts was published shortly before the Cities: Skylines sequel, this was never patched, so if you struggle to make money in the new game, feel free to live out your financial power fantasy in the original.
