3. Dane Vogel - Saints Row 2
Who among us isn't a sucker for a plan that's a bit Lex Luthor?
That sure is true of Saints Row 2's baddie Dane Vogel, the nefarious Ultor CEO whose greater scope ploy was to pit the gangs against one another, in turn cratering real estate prices and allowing Ultor to buy them up on the cheap for redevelopment.
This doesn't go quite according to plan though, and when the Saints fight back Vogel ends up threatened by his own board of directors if he can't put them in the ground.
But like any good mustache-twirler, Vogel has a plan B - he leaks the location of the board members, ensuring the Saints soon enough mop them up.
Vogel consequently takes full control of Ultor, but in a classic case of a villain not knowing when he's won, he then tries to wipe out the Saints once and for all, only to be killed by the Boss.
