35. Team Rocket (Pokemon)

Another game which may appeal to the land of the ultra-cute, but dont be fooled, especially by what the cartoons version of Team Rocket may tell you, they are straight up killers! In fact Team Rocket are the only characters in any of the games to actually all out kill a Pokemon, leaving a poor baby Cubone orphaned. Theyve also been known to torture Magikarp into evolving and cutting off the tails of poor unsuspecting Slowpoke! Lets not forget on top of this theyve got their greasy mits in illegal smuggling and drug dealing! What a terrible bunch, giving hoodies a bad name, its a good job their kryptonite happens to be 10yr old boys with annoying bright yellow Pokemon.
34. Zombies (Alot Of Games!)

Zombies have been in games and horror films for years now and to me they are almost the perfect enemy to face, because whats harder to face than yourself? To stare humanity in the face and have it stare back (while giving a good go and biting yours off) is a great way of baiting a reaction whether its the typical hillbilly/Alpha male of hooting and hollering while gunning down hordes of the undead and laughing like a mad man! To the more compassionate reaction, leaving you filled with fear at the though of what your might become staring right at you! Zombies are a versatile bunch too from the standard slow foot dragger (think Resident Evil 1 to 3), to your more complex and aggressive flesh nibblers (the witch from left 4 dead is a good example of this along with the crimson heads from resident evil on the gamecube) Zombies hold a place in many gamers hearts, mine especially!
33. Mecha-Hitler

The ultimate icon of evil colliding with ultra technology create this super villain in Wolfenstein 3D. After battling your way through everything the game has to throw at you from Nazis through to supernatural monstrosities you reach the final exit....to be greeted with this fiend. Mecha-Hitler was a downright difficult boss to face, with Hitler's head-in-a-jar built onto a huge mechanical suit with four massive rail guns he was pretty powerful designed so that no matter where you turned your head, he be facing you straight on, you couldn't run from this demon! So bad and offensive he was in fact, Mecha-Hitler was banned from the SNES port of the game and was never seen again in any other incarnations of the franchise.
32. Revolver Ocelot (Metal Gear Solid Series)

The Metal Gear franchise is one held close by many because of if its brilliant mix of stealth and action gameplay, great characters and most notably its great villains. One of the most recognized (and one of my favourites) being Revolver Ocelot. A crazy old man with a six shooter pistol and a dead shot aim, Ocelot first appeared in Metal Gear Solid on the Playstation but quickly stood out as a great character choice and became one of the main re-ccurring villains in the series. Ocelots back story is slowly revealed as the series went on, after having his hand sliced off by the mysterious Cyborg Ninja (Grey Fox) its made clear to the audience that Ocelot is actually part of a government project to breed soldiers making him related to Snake himself as well as other villains and even the US president George Sears. In Metal Gear Solid 2, Ocelots missing appendage was replaced with liquid snakes hand with the undesired effect of mixing liquids personality with his own making him an even more devious and crazed foe! He again popped up in Metal Gear 3 and 4 just going to prove how deeply riddled into the story ocelot is and how formidable he is as an enemy even as time went on!
31. Dr. Robotnik/Eggman (Sonic The Hedgehog Series)

Sonic The Hedgehog's arch enemy hasn't evolved a great deal over the years, still the same fiendishly evil, bloated, ginger mustache sporting baddie he ever was. His goal as always is to steal as many chaos emeralds as possible to create eggmanland and quash all of the woodland creatures he can along the way. Sure sonic is there to stop him but never fully as Robotnik always has a getaway vehicle hidden away, ready to retreat...for now!
