8. Anarky
Like Professor Pyg, Anarky has been woefully underused so far. His sole appearance consisted of planting bombs around Gotham then being rather easily defeated by Batman. Recent PS4 exclusive Spider-Man did a similar thing with Taskmaster, and did it better too.
In fairness, there was some methodology at play with Anarky. The bombs were strategically planted at places that most stank of Gotham’s corruption, but the whole thing still felt relatively undercooked. It’s similar in some ways to the race tracks Riddler set up in Arkham Knight; if you squint really hard, you can see what they were going for, but it seems like wasted potential.
Anarky, who sees himself as a more lawless Batman with less of a code, should have offered a much richer storyline than corruption = bad. His stance should force Batman to look in the mirror, evaluate his place in the world as a man who works outside the law for the good of the people.
Unlike most characters featured here, Anarky doesn’t think of himself as a villain. Hopefully, if he does feature in Court Of Owls he’ll have more development.
