6. Penguin
The Penguin's diminutive stature might make him appear weak but looks can be deceiving; he's one of Batman's oldest and fiercest foes, able to inspire the criminal underworld like few others. Penguin made his first appearance in Arkham City (he also appeared in the prequel follow-up, Origins), ruling over the Museum located in Arkham City's walls. He isn't the most popular inmate in the prison though; his gang is constantly at war with the Joker's and he creates an arch-nemesis in Mr. Freeze. His physical appearance in Arkham Knight is particularly interesting - the elegant suits and fur-lined coats are gone, along with Penguin's hair, giving him a rougher, street-hardened appearance. These changes might show the development of a ruthless persona within the Penguin, making him a more dangerous foe for Batman. Thanks to the power of the next-gen consoles, Arkham Knight will stuff more goons and baddies on screen than ever before, allowing Rocksteady to create huge groups of mobs for Batman to brawl with. Riots will also be a common feature in the game and, given his leading role in the underworld, it wouldn't be surprising to see Penguin sparking a few of these to combat the Dark Knight. When compared with the other returning villains, Penguin's outward changes stand out the most, giving him a new, surprise element; expect the unexpected when he shows up in Arkham Knight's narrative.
