9. Harvey Bullock

Police detective Harvey Bullock is far from an out and out good guy; over the years his character has been known for all kinds of crooked activity and in Batman: Year One even led a brutal attack on James Gordon soon after he joined the Gotham Police Department. But over the years Bullock has come to be one of Gordon's few trustworthy men, and despite bending the rules and turning to the bottle on more than one occasion, he's kind of the best of a bad bunch in the GCPD. Bullock appears in Batman: Arkham Origins and doesn't try to hide his suspicions about Batman €“ especially when the Caped Crusader appears to dive after a falling Joker, as Bullock thinks the two must be in cahoots. The relationship between Batman and Bullock has always been rocky and we'd love to see Harvey return in Arkham Knight to get a feel for how the dynamic between the two has developed over the years. There's certain to be plenty of opportunity for top notch trash talk and, who knows, maybe even a little comic relief.
