There was a lot of talk about Arkham City's sequel featuring more members of the Justice League - perhaps porting back to the Golden Age - and while that didn't happen (perhaps expect it in future,) one Justice League associate does have a perpetual presence in Gotham City during Arkham Origins. Though he doesn't actually appear (DLC?) Green Arrow is teased by one unavoidable reference to the company run by his alter-ego Oliver Queen - Queen Industries.
