3. The Ventriloquist
The Ventriloquist, Arnold Wesker, has not appeared in any Arkham games, despite his doll Scarface appearing multiple times throughout the series. Scarface is useless without The Ventriloquist, and The Ventriloquist is useless without Scarface, so it would be satisfying to finally see them reunited in the new game.
There's actually a second Ventriloquist named Peyton Riley, and her existence was confirmed in Arkham Knight. She has apparently already taken over for Wesker, so it's possible that if any version of the character appears in the series, it would be her. She would be an interesting pick as well, but there's something to be said about including the iconic versions of characters and there's few villainous duos in Gotham more iconic than Scarface and Arnold Wesker.
If Wesker finally gets his hands back on his doll, he would turn from a meek old man into a fearsome villain filled with rage and hatred. He would be a very entertaining villain for Batman to face off with. Longtime fans of the series would certainly love to see the many Scarface appearances pay off in the debut of his owner, over a decade since Scarface himself debuted in the series. This is a fight that has been in the cards for the series from the very beginning, and it's past time we finally see it.
