7. Two-Face
Two-Face has already appeared in the first Injustice, but not as a playable character, just a mere background figure.
The character also appeared right at the start of the Injustice comic, holding a news station hostage in order to attract the attention of the newly tyrannical Superman. Two-Face is then imprisoned, and seemingly still is to this day.
However, despite his apparent shortcomings as an actual threat, Two-Face could easily have his power boosted by the 'Superman pill' that imbues anyone who takes it with powers similar to that of, you guessed it, the Man of Steel.
Introducing Two-Face as an almost Superman-power-level fighter would certainly be an interesting new twist on the character, and would allow for him to get some revenge on the Man of Steel.
