1. Why They Shouldn't: L.A Noire's Development Reputation
Although L.A Noire has a good reputation in terms of the game itself, the project has a dark history spanning seven years of development hell.
After the title received positive reception upon release, Team Bondi entered various financial problems. It was revealed through various sources and staff complaints that the game entered viscously long periods of crunch time. According to gamesindustry.biz, various anonymous emails reported the hostility between producers at Team Bondi and Rockstar Games, citing that executive producers were not happy with their publisher's constant intervention during the development period.
To top it all off, Engadget reported that Team Bondi was in debt of over $1.4 million in unpaid wages for employees, with at least $100,000 in wages owed to Executive Producer, Brendan McNamara. Team Bondi was liquidated and separated.
With this in mind, perhaps Rockstar does not want to invest in continuing the L.A Noire franchise, due to the problems it may cause from the reputation it has attained. With the news leading up to Red Dead Redemption 2's release that some workers were doing 100 hour weeks, maybe Rockstar doesn't want to create a pattern of overworked L.A Noire developers.
