Alongside Havik, Hotaru was introduced in Mortal Kombat Deception and if Havik is one side of the coin, Hotaru is the other. Hotaru follows the law to the letter, and is more than willing to sentence someone to a lifetime in jail for being a minute late to curfew.

As a captain of the Seiden Guard from the realm of Order, this militaristic zealot presents an interesting take on the evils of just following orders. The realm of Order was depicted in Deception as an almost fascist eutopia, ruled by the iron fist of the Seiden Guardsman.

Hotaru was the face of this system and as such his gameplay was very militaristic, and presented a nice counter to the more chaotic style of his enemy, Havik. Armed with quick combos, a naginata as his weapon, and some powerful special moves, Hotaru's gameplay enabled him to fight through the ranks of Deception's roster with power and control.

Despite the characters appeal, having only appeared in two games leaves a lot of story and gameplay open to exploration. Mortal Kombat 12 is an ideal setting for Hotaru to return and bring the indomitable force of law and order into the foreground.
