If popularity was the only factor to be considered, then Mileena would be number one. However, it's her “sister” Kitana who tops the list. She's a classic Mortal Kombat character with years' worth of strong movesets to back her up.

Debuting as an admittedly overpowering character in MK II, this steel fan-bearing princess is extremely capable when it comes to both projectile-based and unarmed hand-to-hand combat. Her fan throws have become her trademark, and the rest of her signature moves are also quite powerful.

As a former assassin in her step-father's service, Kitana is noble, kind-hearted yet troubled. Despite this, she won't hesitate to engage any potential opponent in combat if they dare to cross her. In the reboot, players will find it a bit hard to not root for the Edenian princess once she defects to Earthrealm so that Shao Kahn can be taken down. It pretty much makes her current role in MKX a bitter pill to swallow, but at least she remains as awesome as ever.

Kitana's design, fighting style and back-story has won the hearts of her fans (no pun intended), and undoubtedly she ranks the best amongst the female ninjas in this series.
