1. Liara
While it was argued that Jack showed the most character growth between 2 & 3, Liara is certainly a candidate for that title too, and her growth shapes the story far more.
In Mass Effect 3, the only game official stats have been released for, Liara was the most popular squadmate, being taken on almost a quarter (24.1%) of all quests by all players. Though she’s not a permanent squadmate in ME2, her Lair Of The Shadow Broker DLC is often considered one of the best DLC ever made, and in the first outing it’s either her or Kaiden for a biotic squadmate. Easy choice in most cases.
She grows from being a naive little girl (by Asari standards, anyway) into a strong, confident woman who holds the key to understanding the rise and fall of the Prothean race. She’s such a core part of tying the narrative of the third game together, she develops with even more depth across each passing game and she’s a powerful ally in the field too.
The fact she can be romanced by both FemShep and BroShep only adds to her plot importance as well.
