4. Agent Milton
A big theme throughout the Red Dead games is the abrupt transition from the Old West into the brave new world that is the arrival of the Industrial Revolution, and the rise of agencies such as the Federal Bureau. While not a Bureau agent per say but a Pinkerton agent, Milton still embodies the resentment and hate that negative progress had towards the Old West.
In a world where there are reeving gangs hiding in the forests, feral men that lure and torture bewildered wanderers, or merciless outlaws looking to rob and kill anyone they find, Agent Milton's dedication towards bringing order could have been what the lawless world needed. But herein lies the problem with Agent Milton; he was just as lawless as the "savages" he seeks to hunt down.
Agent Milton's presence in RDR2 starts as it means to go on; a lingering threat that interrupts Arthur and little Jack Marston's fishing session and blossoms into full-on confrontations with the gang. This includes the execution of Hosea and the kidnapping of Abigail. Like I said, Milton is just as brutal as the outlaws he hunts; he might be even worse?
While Dutch does slowly relinquish himself of his morals and ethics, Milton's tenacity and cold-blooded assault on the gang proves that despite claiming to stand shoulder-to-shoulder with the law, he sees himself as very much above it. It's why his position to vie for secondary antagonist is so fraught, and an argument could be made that he is the main villain.
