Akavir might be the home of Snake-People, but the Lizard-People have their home in the south-eastern province of Tamriel.

Black Marsh - also known as Argonia - has a dark history of being plundered by neighbouring Morrowind for slaves. It also hosts varying political views and stands apart from the Aldermi/Tamrielic conflict. This means Bethesda could let the player swing the political scene either way in the game.

With references to both an Argonian High King and Royal Court, it could be that they are the governing body yet there is the possibility that An-Xileel - Argonian warrior factions - have some limit of control. Another theory is that the Hist - a possibly sentient series of interconnected trees - somehow influence the decisions.

Similar to the Mages College quests in Skyrim, there could be a storyline revolving around discovering if the Hist are sentient or not. With several different political factions, it would also be interesting to see some quests regarding the former slavery of Argonians.
