In terms of exclusivity, if Microsoft are looking to have their cake and eat it, then making all new Bethesda Game Studio releases available day one on Game Pass is how they'd go about it.
It is a feature they are touting for other first party studios, so it would make sense to include Bethesda, and specifically BGS, in that group.
The appeal is obvious: 'Todd Howard hawking Skyrim left right and centre' jokes aside, that game is as close to ubiquitous as you can get in gaming. As a way of attracting more subscribers, Day One Game Pass for Bethesda Game Studios titles is a royal flush of a hand.
Beyond subscribers, there's that other important aspect of this move: the more attractive Game Pass is, the more attraction is the proposition of jumping ship from, say, Sony or Nintendo to the Xbox family.
Keeping Elder Scrolls and Fallout to themselves might irk some people, but it will be sufficient reason for some to defect Microsoft-wards.
