Black Skinhead was the first single from Yeezus, easily Kanye's most abraisve, experimental and angry work in his career. It makes sense that the video for this song fits this aesthetic perfectly. It literally opens with KKK hoods... instead they are black.
There is a great emphasis on faceless and distorted figures in the video. At times it seems the picture itself is almost broken. This is most likely a metaphor for dehumanization. A lot of Yeezus is Kanye at his most frustrated and rage fuelled, mostly aimed at corporate white America. It's not hard to see why he would choose this imagery.
We cannot ignore the scars that appear on Kanye's back in the video, an allusion to America's dark history with slavery. Regardless of the wealth at his disposal and all his artistic success, that is a part of history that cannot and will not be forgotten.
