The use of the police whistle in between verses acts as nothing else but a tool to dismantle any of the possible seriousness that the song is attempting to project. It is so oversaturated with "Dylanesque" flourishes that it obscures itself on an album full of more well-versed absurdity. And there is nothing new in the way of messages (clear or cryptic) or even musical backing on this one, which is inexplicably one of the shortest songs on Highway 61 Revisited. The dumb goofiness of the track lends itself to defy any dissection that could be applied to the remainder of Dylan's discography. Highway 61 Revisited, often established as the peak of his creative abilities, contains sprawling songs that are still being analyzed to this day for their cryptic qualities discussing issues of the era or nothing particularly important at all. The problem with the title track is that its lack of importance is not built up by anything sonically interesting.
