As good as 2pac is, you'd be forgiven for feeling like his work has been watered down by the all the posthumous songs that have been released since his death. However, if you want the best Pac record without having sift through everything else then All Eyez On Me is the answer to your question. It's very rare that double disc album is actually done well, but Pac manages to do that on this album.

It's consistent, which is something you can't say for every 2pac album, it has very good singles, the production is varied but of a similar high quality, the guest spots are memorable and Pac is rapping better than he ever has on any other album.
