2. Colonel Fanette Umuraza

324242 The "Number One Queen", Colonel Fanette Umuraza, was the second in command of the Congolese Revolutionary Army and was involved in a host of war crimes committed by the group in the Democratic Republic of Congo between 2011 and 2013. Alleged involvement in crimes including murder, rape and the forced recruitment of children into the group which is also known as M23 are just some of those acts. Yet not only did the 33-year-old actively encourage the men in her forces to rape women, burn down villages and execute civilians - she did so without flinching. In fact, so nonchalantly did she perform her tasks without question that she actually passed the time getting manicures and facials while her soldiers were out committing atrocities. That really is evil at its most scary.
