Some people just can't do their business in public. Which is entirely reasonable if you've ever put your head into the black hole that is the shared toilets: and before anyone starts to suggest that it's strictly a male thing, try checking a bar's toilets at 1am on a Saturday and say women are cleaner with a straight face.
