The Proxmire Act, a neverending story of U.S. criminal legislation, laid down laws against American citizens commiting acts of genocide almost seventy years ago. The legislation, which pulls heavily from the international Genocide Treaty, contains language so convoluted it took almost forty years from the time it was proposed after World War II till the late 80s to be ratified.

An act of genocide, in case we've forgotten, is the systematic liquidation of a people by means of holocaust. What was their justification for the million dollars?
