It's well known that Arsene Wenger treats the clubs money like his own and will not spend for the sake of it. As I've mentioned he should be given a hefty war chest in the Summer, and I cannot stress how important it is for him to spend it - he needs to learn the value of making money work for his team, rather than focusing solely on getting the best deals without spending a lot. The main reason Arsenal are in the situation they're in, is because of the wage cap at the Emirates: Robin van Persie was a shining example to the board that wage restrictions don't and can't work in professional football. Average Premier League players earn £40,000/£50,000 per week nowadays, so you're obviously going to have to pay top dollar for top players - in amarket place in which sides have to compete with moneybags teams like Man City, PSG and Chelsea, it stands to reason. The wage issue is something that Arsenal haven't been able to get over - which is why there are very few big money moves made at the Emirates, other than outgoing ones. Now, though Arsene Wenger is a brilliant coach, is he so good that he can get Arsenal another trophy bringing players in for small fees and continue paying low wages? I doubt that very much.
