1. Easy Money
Legacy, if the producers will admit it, already exists.
By that we mean the sets and the CG models for the USS Enterprise-G have been made. Some of them have actually existed since season two of Picard in their earlier guise as the USS Stargazer. They have proved resilient for two seasons worth of episodes and a minor redress.
In terms of set up, this has to be one of the lesser expensive (potential) starts to the beginning of a Star Trek series.
The bridge, corridors, sickbay and a host of other sets (18 in total) were constructed for Picard, meaning that the budget for the show can either be drastically reduced or used to enhance the sets in new ways. We have still not seen Main Eningeering aboard the Enterprise-G, or a main Shuttlebay. Remember too just how fantastic the designers of Star Trek are when it comes to repurposing sets. There might be one or two that are going to be out of use now that Discovery has made its final spore jump. Admittedly that bridge has been recycled a few times, not to mention that lovely Federation HQ set, but again there are a host of locations, corridors and more that could be upgraded for use in the 25th Century.
