5. Seska

Seska, a rather singular Cardassian, was plurally duplicitous. She conned her way covertly into the Maquis and then, halfway across the galaxy, nabbed a Starfleet (far far out-of-) field commission too. As an ensign, Seska still played it up for the Rebellion, a double ruse; found out, she fled to the Kazon and later lured Chakotay and all of Voyager into a trap. After that, even death became her, as much as she became it, having used her downtime as a faux-officer to thoroughly mess with one of Tuvok's holodeck training programs — you know, just in case.

Starfleet without the 'fleet' seems like a bit of a misnomer or, as Seska herself would argue, a missed opportunity. Captain Janeway was rightly determined to get her ship home following Federation and Starfleet principles, but the authority Janeway had ended at Voyager's outer hull. In that sense, Seska's newfound Starfleet rank, like that afforded to all the actual Maquis, was only as valid as the pretence of business as usual in very unusual circumstances.

Nonetheless, accidental as it may have been, Seska's devious journey to playing Starfleet whilst wearing the disgruntled Maquis mask over her true Cardassian self still counts. The Doctor would eventually get to the bottom of her web of genetically altered lies. "So, who is this Seska?" the pre-Delta Quadrant version of Janeway asks Chakotay in Shattered. Good question! None of us really know, but I have a funny feeling you're about to find out!
