Starbase 25 was a locale with plenty of history by the time the USS Cerritos visited in 2381. It had been visible on Stellar Cartography Charts aboard the original USS Enterprise over one hundred years earlier and had served as a destination for the Shuttle Copernicus during the incident with the Kzinti and the Slaver Stasis Box.

Both Kirk and Spock were known to have visited this spot, evidenced by their names carved into a bar on the station. Lower Decks co-creator Mike McMahan took inspiration from several places when 25 was being drawn up, though he knew that it would be an older design. It combines elements of both Starbase 6 (visible in the remastered Original Series and Spacedock itself) while also hosting Andorian ships and Daedalus-class vessels as well.

Aboard the station, there were famous winerys and dinerys like Quark's, the Lucky Ferengi, and the fancy Ball Room that hosted the annual Command Conference - something that Captain Freeman was denied entry to (the after-party, featuring a DJ-ing Thaddeus Okona, at least) like Kirk and Spock before her.

Starbase 25 may not have been the fanciest or most modern base in the galaxy, but for history alone, it was one of the greats.
