In the end, the creators felt that John Krasinski was more fitting for the role and subsequently chose him. It's hard to argue their logic.
It's quite lucky he got passed up as Jim, since Adam Scott went on to star as Ben Wyatt in Parks and Recreation and no one else could have played the role as the nerdy state auditor quite like him.
