The series is indeed as bizarre as its title implies, but if its only draw was weirdness, it wouldn't have lasted this long in popularity.
Jojo's Bizarre Adventure is often described as "the anime nobody can really describe in one sentence", and presents the alarming yet appealing visuals of thick lined, buff, stylish men and a plethora of pop culture references. The show and its original manga, as well as its arcs from other media, span multiple genres over multiple time frames, and its ability to cover any and all genres while maintaining a unique identity is one of the reasons it's well-respected as an anime.
One of its most commonly known elements of this show is the supernatural Stand phenomenon, where Stand users, such as members of the Joestar family, are able to generate entities that are visual manifestations of their fighting spirit.
The title does well to describe how utterly mad this anime is, but less so the complex, funny, action-packed, consistently well-made story arcs worth watching throughout this show. Still - with its popularity, it's easier getting a sense of the cultural phenomenon it has become.
