8. Blake and Hunter - Thunder Rangers (Ninja Storm)
Perhaps this is cheating somewhat, but the Thunder Rangers always came as a pair. It was certainly a shake-up for the show when two Rangers sporting the most heroic colours (red and blue) arrived on the scene as enemies. Evil Power Rangers are nothing new, but having two for the price of one is something that's really yet to be repeated in the series as a whole. The Thunder Rangers were a brutal pair of anti-heroes (at first anyway), almost equally matched to the trio of Wind Rangers they were brought up against, which is another interesting spin on the mythos of evil Rangers. Its (almost) always been one bad Ranger against the regular team of five good Rangers. Ninja Storm/Hurricanger played around with this somewhat, giving viewers a breath of fresh air when it comes to Power Rangers who use their powers for evil.
