When you talk about the news scene in Pawnee, you're talking about Perd Hapley, and he fills many on air roles.

He does election coverage. He is a TV judge. He once had a film review show and gave E.T. the Extra Terrestrial one and a half stars. Perderick L. Hapley is the perennial journalist with an unmistakable way of stating the obvious in the most on-the-nose terms possible.

He also has a nasty habit of not realizing the implications of what he's saying, a prime example being referring to his fans as, "Perdverts."

Perd Hapley is amazing because he makes moments that easily throwaway and expository into comedy gold, especially when he does the worm.
