5. The Penguin - Gotham
Of the many rogues in Batman's gallery, the Penguin is very well-known, having been portrayed many times through the years by the likes of Burgess Meredith and Danny DeVito to name a few.
He's mostly viewed as a large, chain-smoking crime boss with a horde of riches to unleash his criminal empire throughout the city. However, on some occasions you receive a different version of the character, some of which enter new territory and re-imagines how they're perceived.
Robin Lord Taylor takes on the character for his debut in the TV series Gotham and manages to bring a more collected and devious interpretation of the long-running villain. He's conniving and devilish, knowing his way around both the mob and city police force.
By managing to convince Jim Gordon to take him on as a hidden agent within the mob, this version of Penguin is able to worm his way around the two sides while furthering his own goals. He's far more engaging with the action himself, rather than having thugs do most of the work for him. His rise to power portrayed in the show allows him to make a greater impression than the other antagonists in the series.
