2. Garth Of Izar
"Whom Gods Destroy" is by far the best of the two TOS insane asylum episodes, thanks in no small part to it's villain, Garth of Izar.
There is a reason that every time a Star Trek prequel has a mystery character, Garth's name comes up. This reason being that next to Khan he is the stand out villain of the original series. Tragic, dangerous and brilliant he is everything that makes a good enemy.
Garth's history as one of Starfleet's greatest heroes makes him particularly interesting. More than any other rogue officer Garth stands as a dark mirror to who and what Captain Kirk is. Because Garth is one of the best captains that Starfleet can produce and so is Kirk. To paraphrase the Joker Kirk is just one bad day away from being Garth.
And there is a fascinating potential to Garth's background. It would be really great to see the man at the height of his Starfleet career. We've met him broken and mad but to meet him before that point has a strong appeal.
As a megalomaniac with superhuman powers and a mad scheme of domination, he holds the distinction of being one of the few true Supervillains of Star Trek and that he is left locked in space Arkham Asylum should not be lost on anyone. And yet this is Star Trek so it leaves him in place if hope in which there is a real possibility of him recovering from his madness.
