Love it or hate it, Year of Hell was one of Voyager's greatest attempts at being epic. Yes, it is technically a two-parter, however as these things tell a single story it's fair enough for the purposes of this list to consider them one extra-long episode and to include characters who only appear in them.

Annorax is like Captain Ahab if Moby Dick was time itself. He's an obsessed maniac with a grudge against the universe. His hunt for the perfect timeline has led to the genocide of countless billions, not simply murdered but prevented from having ever been born.

It is when Voyager gets caught in the middle of his quest that it becomes a battle of wills between him and Janeway, who is equally obsessed with getting her crew home. Him trying to change all of history to suit his ends and her trying to push her way through the sector of space that he's left in temporal chaos.

The reason that he stands out is that he is very much a Star Trek movie-style villain on TV. This is not particularly surprising as "Year of Hell" tries very hard to be a Voyager movie. The pacing, writing, and acting are all very cinematic and the only thing which holds it back is perhaps the budget and its somewhat controversial ending.

Voyager is a show which only ever has a handful of truly memorable villains but Annorax is by far the most memorable character to only ever appear the one time. Which makes sense as he was intended to be the villain for an entire season but the bosses made them cut the story down.
