4. The Lawless
Though his survival of The Phantom Menace makes no sense, bringing back Maul for Clone Wars became one of the show's best decisions. His arc transformed him from the Episode I heavy to a menacing and calculating villain, capable of taking over the Mandalorian Death Watch and, in The Lawless, the entire planet of Mandalore.
With his brutal planetary takeover, Maul lures Obi-Wan to Mandalore to avenge his legs. However, after Maul kills Obi-Wan's "friend" Duchess Satine, the Jedi has no choice but to escape Mandalore with Satine's sister Bo-Katan, leaving the planet's fate up in the air.
The best moment of The Lawless occurs at the episode's conclusion, when Palpatine arrives on the planet to kill Maul, since his survival breaks the Sith Rule of Two. Maul and his brother Savage duel Palpatine, but they are no match for the Sith Master, who easily kills Savage and tortures Maul.
Despite his rise to power, the Lawless shows that Maul, along with every other user of the Force, is merely a pawn in Palpatine's elaborate game.
