The man behind the curtain, Don Eladio never interacted with Walt, nor has he interacted with Saul Goodman (thus far, at least). No, Eladio's claim to fame isn't that he has directly challenged any of our protagonists. Rather, it's that he is the quintessential "man behind the curtain".

Though he was physically far removed from any of the turmoil going on in Better Call Saul or Breaking Bad, his fingerprints are all over both series. The leader of the Juarez Cartel, the chain of command stopped at Eladio, and he knew it.

By the way he carried himself, you'd think he thought of himself as God become human. At one moment, he's jovial and friendly, chuckling and bumping elbows with his guests, sipping tequila and shooting the breeze. The next, he's having men executed on a whim, simply for having the audacity to march into his fiefdom and waste his time with a fruitless meeting.

He was seemingly untouchable -- a king whose throne sat atop the broken lives of people caught up in his trade. Eladio's rule was far-reaching, and for so long, undisturbed -- at least, until Gus got his revenge.
