10 Biggest Doctor Who Missed Opportunities

6. Not Doing Much With The Time Lords

The Time War is one of the greatest additions to Doctor Who lore since it began, providing the show’s title character with an extra layer of depth, and a sharper edge to appeal to a modern audience.

That being said, with seven series of exploring the ‘Last of the Time Lords’ arc, Moffat’s decision to save Gallifrey came at the right time, allowing the wider story to move on and explore new avenues.

Or so we thought.

While the Time Lords have never been the most thrilling characters in Doctor Who - and it’s important to ration them to preserve their mysticism - we only got one episode set on Gallifrey before it was destroyed again: Hell Bent. This is a better episode than it gets credit for, but what it isn't is an episode about the Time Lords - it’s the finale of Twelve and Clara’s arc.

Nobody wants a return of the dull, bureaucratic Time Lord politics, but there have been plenty of opportunities to introduce some new Time Lord friends (or foes) over the years, or actually do something interesting with the Doctor's people.

On the plus side, maybe Neil Patrick Harris and Jinkx Monsoon will provide just that in the near future.
