4. The Pakleds (Star Trek The Next Generation)

Is it racist if you declare an entire species to be idiots? But what if it's true? Enter the Pakleds. This collection of mental midgets are just smart enough to know how to play dumb. They are masters of appearing stupid in order to play on travelers' sympathies and steal their technology.

Their secret? They really are stupid. Of course, this may seem an ingenious stratagem at first glance, but it's obviously unsustainable in the end. There just isn't a way for this species to survive their idiotic decision to go into space.

Eventually, some war-like species is going to come along, get tired of their cr*p and lay waste to their entire, misbegotten planet. You just know that this can't be representative of their entire race. It has to be a collection of a few individuals who have managed to steal a spaceship, get into space and just survive on being ruthless enough to steal bits of technology.

There's just no possible way that an entire race can develop their species this way. If so, then perhaps the ones we saw in the TNG episode 'Samaritan Snare' (and the one sitting at the bar in a Deep Space Nine episode) were the only ones who managed to get into space, while the other ones perished in some attempt to light a fusion generator with a match back on their homeworld.
