The Tomed Incident had been mentioned in Star Trek: The Next Generation as one of the critical events that led to the signing of the Treaty of Algeron between the Federation and the Romulan Empire. However, the show never went into detail about what happened, or why it was so important. It also never mentioned that another Enterprise was heavily involved.

Captain John Harriman of the Enterprise-B takes centre stage in this novel by David George III. Though still attempting to live down the fact that James Kirk was lost on his maiden voyage, Harriman threw himself into the study of the Romulans. The continued escalation of tensions between the two powers threatened to break out into an all-out war again, so a preemptive mission was on the cards.

The Romulan Warbird Tomed crashed into a Federation colony, responding to what it believed was a terrorist attack. The resulting explosion, thanks to the Warbird's forced quantum singularity, destroyed 13 Federation colonies, shocking the Romulans into de-escalation, and closing their borders for decades.

The incident was staged, with Harriman serving as one of the main architects. It was all a ploy to calm tensions, which ended up succeeding.
