Several non-Vulcans have been able to perform the Vulcan nerve pinch in Star Trek, including Michael Burnham, Data, Odo, and Seven of Nine, to name a few. Still, you may be surprised to learn that Captain Picard was actually rather skilled in the technique.

Picard used a neck pinch on a thief named Devor in the episode Starship Mine. Coincidentally, Devor was actually played by Tim Russ, the actor behind one of Trek's most famous Vulcans, Tuvok from Star Trek: Voyager.

Many fans theorise that Picard learned the nerve pinch technique when he mind melded with Spock's father in the episode Sarek, or he could've simply learned it traditionally. Either way, it's interesting that Picard can flawlessly perform a martial arts technique that's typically very difficult for non-Vulcans. The Vulcan nerve pinch is incredibly effective at subduing most humanoid species completely harmlessly.
