9. Batgirl
If you play her right, Batgirl is the closest you can get to a DC Spider-Man, particularly if you avoid having her trained by Batman.
It’s a shame that the ever-plucky Melissa Benoist got snapped up for Supergirl because she would be perfect as a young Barbara Gordon. But whoever gets the nod, you'll need someone who can walk the line between badass and yet who can still play the character convincingly as a fish out of water... so perhaps someone like Chloe Grace-Moretz?
In this show, Batgirl would be a huge Batman fan and eventually make her own costume to follow in his footsteps. Each week she could make a discovery or development that makes her a better crime fighter. The series finale would see her get in deep with The Joker’s gang... only to get rescued by Batman who takes her on as his understudy following the death of Robin in his own hypothetical TV show.
