7. The Flood/The V

We're grouping these two baddies together because they're the easiest, most common answers when asked about returning villains. Indeed, given the massive popularity of the Flood and the Vashta Nerada, it's genuinely surprising that neither of them came back after their first outings.

Another reason to group them up is that they share a similar theme: they both find horror in taking something ordinary (water, shadows), and giving it a deadly twist.

Swarms of Vashta Nerada hide in the dark, posing as shadows and stripping the flesh off unsuspecting victims. The Flood infects people with just a single drop of water, turning them into creepy zombies whose only mission is to spread the virus even further. They're both borderline unstoppable, truly formidable foes for the Doctor to face.

Wouldn't it be an amazing setup for a Doctor Who episode if the Flood infected a water park, or if the Vashta Nerada infested an abandoned circus? There's so much potential for creative scenarios here, and unless the writer of the episode has a really, really bad day, bringing back two of modern Who's most iconic villains can hardly be a bad thing.
