3. So Many One-Off Characters

What do Chang Lee, Grace Holloway, and Eric Roberts' version of the Master all have in common? They all have American accents and they all first encountered the Doctor in San Francisco, but the attribute we're looking for is that they made their first and last Doctor Who appearances in this film.

That's because the team behind the project wanted it to serve as a reboot for the show, hopefully leading to a new series of Doctor Who being commissioned. At the time, they weren't to know that this wasn't on the cards, but it makes it difficult to rewatch knowing that none of these characters will ever be seen again.

Also, it's not like the Doctor made it clear that he was ever coming back for them. He tells Chang Lee to not be in the city for the next New Year's Eve, and Grace refuses to come with him. Not exactly positive signs, are they?

Steven Moffat once revealed that he liked Roberts as the Master, but didn't want to bring him back because he wasn't part of "anyone's pantheon of Doctor Who."

That says it all really.
